Israel: Gaza Ground Offensive Raises Laws of War Concerns

Source : http://www.hrw.org

As an Israeli ground offensive in Gaza gets underway, both Israeli and Palestinian forces must address heightened civilian protection concerns because of likely combat in densely populated urban areas, Human Rights Watch said today. Both sides must stringently abide by the laws of war, including taking all feasible measures to avoid harm to civilians and facilitating access for humanitarian workers and medical personnel.

Human Rights Watch investigations of previous ground operations in Gaza and the West Bank by the Israel Defense Forces (IDF) found evidence of unlawful killings by Israeli forces. In addition, Hamas and other Palestinian armed groups fired rockets or conducted other military operations from densely populated areas, placing civilians at risk of serious harm.

As anybody eared a word from Barack Obama about this conflict ?

While President Barack Obama had a lot to say about the Mumbay terrorist attack, his deafening silence on the Israel / Gaza conflict is really surprizing.

I'm not surprized at all by his silence. Just remember his position last year about the previous Gaza siege:

Dear Ambassador Khalilzad,

I understand that today the UN Security Council met regarding the situation in Gaza, and that a resolution or statement could be forthcoming from the Council in short order.

I urge you to ensure that the Security Council issue no statement and pass no resolution on this matter that does not fully condemn the rocket assault Hamas has been conducting on civilians in southern Israel…

All of us are concerned about the impact of closed border crossings on Palestinian families. However, we have to understand why Israel is forced to do this… Israel has the right to respond while seeking to minimize any impact on civilians.

The Security Council should clearly and unequivocally condemn the rocket attacks… If it cannot bring itself to make these common sense points, I urge you to ensure that it does not speak at all.

Barack Obama
United States Senator

At this time, he was just senator but already campaigning for the presidential. According to Obama, "Israel was FORCED to place an entire population under siege". Today, I don't think that his position has changed, but it might be difficult to claim that "Israel was FORCED to blindly bomb an entire population ". So he better shuts up.
